Biography
Since joining the School of Engineering, I have undertaken internationally recognised research in two fields of global importance and impact: Smart Grids and Electric Vehicles integration into electricity and transport systems. My research expertise is excellently aligned with the current Government’s policies and initiatives. The widespread introduction of EVs requires an integrated whole system approach to address the short, medium and long-term challenges, covering the electricity supply system and charging infrastructure (including both wired and on/off-road wireless charging).
I have been at the forefront of this shift to electrified transport for over a decade, delivering international research leadership and excellence, collaborating widely with industry, and being recognised as an expert in EVs and Smart Grids with national and international esteem. I founded and directing the multi-disciplinary Electric Vehicle Centre of Excellence . I am the leader of the Sustainable Transport cross-cutting theme in School of Engineering and a leading member of University's Sustainable Transport Research Network, carrying research and engagement activities on new and emerging transport technologies.
I am leading £1M EPSRC Network+ project Decarbonising Transport through Electrification, a whole system approach (DTE) with academic partners Cranfield University, University of Bristol, University of Birmingham, and University of Southampton. The network is bringing together expertise from across industry, academia and the public sector to transform current practices and research in the decarbonisation of transport, looking at the electricity networks, electric vehicle charging infrastructure, electric and hybrid aircraft and the electrification of the rail network, exploring drivers for change and technology innovation. The DTE Network+ project has been featured in Government News – twice. First, Number 10 discussed the Networks in a press release on accelerating greener travel. Second, the Office of the Secretary of State for Wales released that “Cardiff’s new transport research network receives £1m UK Government cash boost to turn vehicles green”.
DTE Network+ it was featured in the “Net zero targets and decarbonising transport”, House of Commons Westminster Hall, Debate initiated by Damian Hinds MP, Tuesday 4 February 2020, 9.30 – 11am
My expertise in EVs and Smart Grids has been recognised by:
- House of Lords, where I served as an expert in “Shaping the Future of EVs, debating the EV Bill” roundtable (2018). This event discussed specific amendments to the Automated and Electric Vehicles Bill as it entered Committee Stage in the House of Lords.
- Climate Change Committee, where I gave evidence as a member of the panel Session 2: Reducing emissions from transport, open meeting Cardiff, 23 November 2018 Twitter @theCCCuk – 23 Nov 2018 Next, the CCC takes evidence from leading experts on #transport. "Charging infrastructure in Wales is not fit for purpose, Wales is lagging behind the rest of the [UK]", says @cardiffuni's Dr Liana Cipcigan
- Electric Vehicle Energy Taskforce Member of WG1 (Transport and Energy Planning)
- Welsh Government
- Expert in the Low Carbon Vehicles Steering Group
- Provided recommendations to the Welsh Ministry for Economy, Science and Transport in the Low Carbon Vehicles (2016) report.
- Welsh Parliament

I show a wide, sustained and impactful collaboration with industry, as highlighted by:
1. My flagship secondment at National Grid under the prestigious Royal Academy of Engineering Industrial Fellowship. During this secondment, I have:
- Developed new areas of research, with two follow-up projects funded by National Grid: Electric Road System for Dynamic Charging of Electric Vehicles and Feasibility study to unlocking flexibility from within industrial and commercial users, a collaborative project with TATA Steel Port Talbot (£330k total)
- Supported and influenced the Network Innovation Allowance project Frequency Sensitive EV and Heat Pump Power Consumption.
- Contributed to documents that form the basis of National Grid’s network planning: Future Energy Scenarios 2015 (Electricity Storage case study) and “System Operability Framework” 2016 (Balancing Case section).
2. Partnership with BP for the Future of Fleet Report.
Contributor to the rEV Index sponsored by BP and produced by The Economist Group. This index is measuring the UK’s progress in transitioning to EVs and benchmarks readiness against other leading EV markets, including China and selected European countries.
3. Innovate UK project Ebbs and Flows Energy Systems (£1.8M), where I led the development of Cloud-based Virtual Power Plant (C-VPP) using electricity storage assets, such as static batteries or vehicle-to-grid units, to flatten the peak demand profile of buildings, to manage buildings’ demand during triad peaks and to enable buildings manager participation in the grid balancing services market through demand side response. The C-VPP software platform was successful tested on commercial (Manchester Science Park) and domestic pilots with first Vehicle-to-Grid unit in UK installed in a domestic property.
