Hain and Silk call for new Act of Union

Cardiff University’s Wales Governance Centre was delighted to host a discussion session by Peter Hain and Paul Silk on the Constitution Reform Group’s draft Act of Union bill this week (November 26th) at the Pierhead building in Cardiff Bay.

Dr Rachel Minto chaired the event, which stimulated a debate on whether a federal UK could be achieved, whereby constituent parts of the state share powers upwards on an agreed basis.
