Sara Moseley is on secondment from Welsh Government where, as Director of Communications, Sara served three consecutive administrations leading all aspects of government communications including press and media, digital, publicity and civil contingencies.
Over the next two years Sara will be focusing on a number of new ventures including the establishment of a Centre for Community Journalism and work with the UK Government’s Cabinet Office on advanced professional development and academic accreditation.
As head of the Government’s communication profession in Wales Sara was instrumental in establishing CommsCymru, a network of cross sector public service communicators focused on joint working, learning and development. Sara will continue to Chair this whilst at JOMEC and to front bi-annual events for members.
A key aspect of the Community Journalism Centre will be developing research into the current state and new directions for local journalism in Wales and drawing broader conclusions from this.
In this context, Sara is also interested in the application of digital media to enable community journalism and engagement through the medium of Welsh.
Sara has a keen interest in the future direction of government and public communications aligned with practice that is evidence and outcomes based.

After graduating with a Law degree from Oxford University I was selected as a BBC news trainee and was a broadcast sub editor and reporter for the first few years of my working life.
For the past twenty years, I have worked in communications and management starting in the voluntary sector – Shelter and then Centrepoint were seminal, high profile work with young homeless people.
For six years I was Director of Communications at Barts and the London NHS Trust – one of the largest and most complex in the UK. Key projects were as diverse as working on the development of the re-branding of the NHS, working with local communities and patients and supporting large scale hospital development and reconfigurations.
As Director of Board and Corporate Support for Advantage West Midlands, I supported leadership and governance within the regional development agency as well as running communications and the marketing of the West Midlands region. Key projects included communications around the Rover Task Force and the development of a branding strategy and implementation programme for the West Midlands region.
For the past six and a half years I have been Director of Communications for the devolved government for Wales which has responsibility for most aspects of public policy and service here. As head of profession I led a multi disciplinary team developing and delivering advice and support for Ministers and policy officials across all portfolios. Major changes during this time included the growth in support for devolution – with a referendum and subsequent increased powers; fundamental changes in the digital landscape; and a continued fragmentation of media with consequent erosion of engagement.
